The Government Audit & Oversight Committee voted Feb. 1 to send a mayor‑sponsored resolution to the full San Francisco Board of Supervisors that would retroactively authorize the San Francisco Police Department to enter a memorandum of understanding with the United States Capitol Police for supplemental law enforcement services covering Jan. 1, 2021, through December 2023.
Diana Rocha, director of policy and public affairs for the San Francisco Police Department, told the committee the department is seeking reimbursement to “offset some of that cost to the general fund” and asked that the committee pass the resolution so the MOU can be finalized and signed by both agencies and the mayor. Patrick Leon, who appeared as the department’s budgetary witness, said the overtime estimate for services performed during the covered period is approximately $1,800,000.
The item drew questions from Chair Supervisor Dean Preston about why services proceeded without an executed agreement and whether the supplemental officers were off duty. Rocha said the department provided services immediately in response to safety concerns and that the supplemental detail was off duty except for emergencies. She added the city attorney recommended adding a termination clause to any future MOU so services could end if no longer needed.
After public comment closed, the committee voted to forward the resolution with its recommendation. Committee members recorded their support by voice vote and the motion passed. Rocha said the SFPD will return to the Board if reimbursement or continuation for future time periods is required beyond the scope of the retroactive resolution.
The resolution as presented applies only to the Jan. 1, 2021–Dec. 2023 period; committee members emphasized a preference for approving future MOUs prospectively and asked staff to bring future agreements promptly once finalized. The full Board will consider the recommendation at its upcoming agenda.
