The Government Audit and Oversight Committee on March 21 voted to send to the full Board of Supervisors an ordinance that retroactively adopts an arbitration board decision implementing a memorandum of understanding between the City and County of San Francisco and the San Francisco Deputy Sheriffs Association covering July 1, 2022, through June 30, 2024.
DHR Employee Relations Director Graham summarized the arbitration outcome, saying the arbitrator resolved two disputed contract elements. On the so'called muster-pay issue — pay for employees asked to arrive 15 minutes early to review jail assignments — the panel "ruled for in the city's favor on the muster pay issue," Director Graham said. The arbitrator also addressed longstanding side letters between the sheriff's department and the association; DHR will amend and append two letters and remove portions of Appendix D from the contract document, Graham said.
Chair Supervisor Dean Preston characterized the committee's role as largely ministerial because the action implements an arbitrator's award. No members of the public spoke on the item. Chair Preston moved the item to the full Board with a positive recommendation; roll call recorded three ayes (Mandelmann, Chan, Preston) and the motion passed with Vice Chair excused.
The committee record does not include additional negotiated terms or dollar amounts beyond the arbitration outcome described by DHR staff. The ordinance and supporting documents submitted to the Board file will contain the full contract text and appendices.
