The committee advanced a resolution authorizing a management contract for the renewed San Francisco Tourism Improvement District (TID) and recommended the item to the full Board.
Jackie Hazelwood, Community Benefit District program director at the Office of Economic and Workforce Development, described the TID’s renewal (a new 15‑year term starting Jan. 1, 2024, and expiring Dec. 31, 2038), noted the district is business‑based (assessments on hotels and short‑term rental businesses rather than property owners), and said the contract template — prepared by a deputy city attorney and tailored for each CBD — includes a new benchmarking process for OEWD to review budget categories and delivery against the management plan.
Hazelwood and President Peskin highlighted a provision (section 3.14) added to the management agreement that prohibits use of assessment revenue for lobbying; OEWD said it will seek to include that language going forward in similar contracts and is working with the city attorney’s office on whether older contracts can be retrofitted.
