Committee advances multiple routine grant, contract and bond items; DCYF grant continued for additional review

The Oct. 20 Budget & Finance Committee handled several additional items in shorter form and took the following actions:

- Item 3: Approved forwarding a second amendment to the SFPUC planning coordinator agreement with the California Independent System Operator (CAISO) that extends the agreement to Nov. 2031 and increases the not-to-exceed amount to $500,000. Margaret Hannaford (SFPUC) said the agreement sustains the SFPUC’s compliance with NERC/WECC/FERC reliability standards; the vote to forward the item to the full Board carried (3–0).

- Item 4: Approved and forwarded a DPH request to accept and expend an in-kind perpetual software license donation (Zeiss Forum Ophthalmology) valued at approximately $60,000 from the San Francisco General Hospital Foundation to support eye-care services.

- Item 5: The Department of Children, Youth, and Families (DCYF) requested retroactive approvals for a grant with the Japanese Community Youth Council and related amendments. BLA identified that original agreements had not been brought to the Board and recommended corrections; after discussion the committee continued Item 5 to Oct. 27 to allow DCYF and the City Attorney’s Office to submit amended materials and to bring related retroactive approvals.

- Item 6: Forwarded Treasure Island Community Facilities District (CFD) special-tax bonds (Improvement Area No. 2) authorization to issue up to $25,130,000 in special-tax bonds; Controller’s Office staff described parcel values (draft appraisal aggregate $75.4M) and noted the General Fund is not liable for repayment.

Votes on forwarded items were unanimous in committee. The committee also continued an Oct. 20 hearing (Item 8) on transitioning residents from shelter-in-place hotels into permanent supportive housing to Oct. 27.
