Crescent Heights to dedicate 1979 Mission parcel to city for 100% affordable housing; committee advances conveyance

The Budget and Finance Committee approved moving to the full Board a resolution authorizing the conveyance and acceptance of about 57,000 square feet of land at 1979 Mission Street from Crescent Heights to the Mayor’s Office of Housing and Community Development (MOHCD) so the city can develop a 100% affordable housing project.

MOHCD and community representatives described the parcel as the product of a negotiated land dedication to satisfy inclusionary requirements generated by the developer’s larger market‑rate project at 10 South Van Ness. MOHCD presented two independent fit analyses estimating the site could accommodate between 200 and 338 dwelling units. The office said it would issue a request for proposals for a developer in 2022 and that financing plans would rely on a mix of tax credits, state funds and MOHCD subsidy.

Community coalition Plaza 16 and tenant advocates called the transfer a long‑sought victory after years of organizing for a deeply affordable Mission housing project. The committee accepted clarifying amendments from MOHCD and forwarded the conveyance to the full Board with a positive recommendation.

Why it matters: The land dedication represents an immediate opportunity to deliver deeply affordable housing in the Mission — but funding for development construction will be determined after MOHCD issues an RFQ and developer teams propose financing strategies.
