Committee advances $40 million Juniper networking contract for city agencies

The Budget and Finance Committee on Jan. 12 voted 3–0 to forward to the full Board a resolution authorizing the Office of Contract Administration to enter into a five‑year contract with Intervision Systems LLC for Juniper networking equipment, software and support with a not‑to‑exceed amount of $40,000,000.

OCA staff said the contract is one of three citywide term contracts (Juniper, HPE, Aruba) created to consolidate purchasing, secure minimum guaranteed discounts and dramatically reduce procurement time for high‑volume transactions. "By having these contracts, we will reduce procurement time for each transaction from 1 to 4 weeks to just a few hours," an OCA presenter said. The agreement contains no extension options because it was solicited as a five‑year term.

The Budget Legislative Analyst recommended approval, noting the contract would eliminate transaction caps present in technology‑marketplace purchases and provide discounts that vary by product line (BLA cited discounts ranging roughly 10%–80% off list price depending on the product). OCA said primary users will be the San Francisco Public Utilities Commission and San Francisco International Airport, but other departments may use the term contract as needed.

Chair Haney moved to forward the resolution to the full Board with a positive recommendation; the committee voted 3–0. The contract will next go to the Board of Supervisors for consideration.
