The Budget & Finance Committee moved a package of funding and administrative items to the full Board with positive recommendations. Highlights:
- Item 1: Resolution authorizing a no-fee license with Daly City to operate two PUC groundwater wells (locations in Daly City; approximately 400 gpm per well). Motion to forward passed (roll call recorded three ayes).
- Item 2: Release $865,000 from committee reserve to the PUC Wastewater Enterprise to reimburse flood-claims payouts from prior storm events; BLA recommended approval and the committee forwarded the release (three ayes).
- Item 3: Release approximately $469,000 from reserve to Juvenile Probation for overtime to support ongoing Hall operations during COVID-related staffing impacts; forwarded with a positive recommendation (three ayes).
- Item 4: Release of approximately $794,000 Juvenile Justice Realignment Block Grant to fund services and procurements for realigned youth supervision; forwarded with recorded Vice Chair Safaie absent (vote recorded as two ayes, one absence on the roll call).
- Item 6: Retroactive acceptance and expansion of a CDC grant for STD prevention and control (~$3.3M total) and addition of several grant-funded positions; forwarded to the full Board.
- Item 11: Authorization for issuance of multifamily housing revenue bonds (conduit financing, not city revenue-backed) to finance acquisition/rehab of 69 scattered SFHA units; committee recommended forwarding.
Several other items were continued for additional consideration (garden admission/lease items 7 & 8) or advanced with amendments (Muni bond items 9 & 10). A number of votes were recorded on the record; for items where a committee member was absent the clerk noted absences as part of the roll call.
Each item will appear on the February or subsequent Board agendas as noted by the clerk; full Board action is required to finalize appropriations, bond placements, or property acquisitions.
