Committee forwards $54.8M Homekey award to acquire 1321 Mission for supportive housing

The Budget & Finance Committee voted to forward to the full Board a resolution allowing the Department of Homelessness and Supportive Housing (HSH) to accept and expend up to $54,800,000 in Homekey grant funds for the acquisition and operations of 1321 Mission Street.

Emily Cohen, Deputy Director for Communications and Legislative Affairs at HSH, told the committee the property contains 160 units with private bathrooms and kitchenettes — 120 studios for adults exiting homelessness and 43 one‑bedroom units for families. Cohen said the Homekey award includes roughly $48 million for acquisition and $6.6 million for operations funding; HSH will commit about $16 million in matching funds (Prop C) and at least five years of operating support funded through Prop C allocations. Cohen described the project as a key part of the mayor’s homeless recovery plan and said the city expects to exceed its unit goals using Homekey resources.

The BLA recommended approval and confirmed the financing breakdown; the committee expressed broad support. Supervisor Haney and other committee members praised HSH’s work and the opportunity to use State Homekey and local Prop C resources to move quickly on permanent supportive housing.

After public comment (no callers for this agenda item), the committee voted to forward the resolution to the full Board of Supervisors with a positive recommendation (roll call recorded in committee). The full Board will consider execution of the standard agreement and HSH’s commitment of matching funds.
