Committee advances Prop C‑funded early care grants to full Board

The Budget & Finance Committee forwarded two retroactive grant agreements aimed at expanding early care and education as part of San Francisco’s implementation of Prop C and the newly formed Department of Early Childhood.

Supervisor Myrna Melgar introduced the items and highlighted the city’s effort to create universal childcare and increase pay for early‑care workers. Director Ingrid Mosqueda described the grants as investments to expand enrollment, raise local provider rates and preserve quality supports. Nick Menard of the BLA said the agreements primarily pass through funding for childcare subsidies and teacher stipends, noting that roughly $423,000,000 over the two‑year term would go toward subsidies and teacher supports across the grants (BLA referenced page 18 of its report for the breakdown) and recommended approval.

Committee members praised the programs and asked clarifying questions about reimbursement levels and program reach. Mosqueda and the BLA explained that the grants support a mix of local, state and federal funds and can help families up to 110% of area median income. There were no public callers on these items. The committee recorded unanimous votes among present members to forward the two grant agreements to the full Board with positive recommendations.

The grants were described in committee as primarily pass‑through funds to make subsidy payments to ECE providers and to support administrative and quality functions; the Board file will contain full budget detail and eligibility criteria.
