Committee backs city support for three infill affordable‑housing grant applications

The Budget & Finance Committee on Sept. 21 recommended that the full Board support three applications to the California Department of Housing and Community Development’s SuperNOFA infill infrastructure grant program. Sheila Nicolopoulos of the Mayor’s Office of Housing and Community Development presented the package and described each project: 730 Stanyan (a 160‑unit joint CCDC/TNDC development with 50 units reserved for homeless households and ground‑floor community services), 2530 Eighteenth Street (Mercy Housing, ~73 units, 50 percent set aside for homeless households), and 2550 Irving (TNDC, 90 units, family‑oriented units with community spaces and Sunset Chinese Cultural District offices).

Nicolopoulos said the statewide SuperNOFA had roughly $200 million available and that the program now combines multiple HCD funding streams into a single annual application cycle. She emphasized that local jurisdictions must be joint applicants and play a role in monitoring, and that HCD awards points for projects in high‑resource census tracts. The projects include a mix of AMIs and multiple city and state funding streams; Nicolopoulos said city funding represents a portion (about 40 percent of construction costs for one project) among ten total funding streams for some projects.

The committee accepted a clerical amendment to correct an address (the resolution initially listed 2350 Eighteenth Street when it should read 2530 Eighteenth Street) and forwarded the amended resolution with a positive recommendation to the full Board.

What’s next: The amended resolution will be placed on the full Board agenda for consideration; city staff will continue to prepare joint application materials and monitor HCD deadlines.
