Budget & Finance Committee forwards several ordinances, contracts and grants to full Board

The San Francisco Board of Supervisors’ Budget & Finance Committee on Oct. 26, 2022, voted to forward a set of ordinances, contracts and grant acceptances to the full Board with positive recommendations.

Key items advanced: an ordinance to extend and expand a business permit/license fee and registration waiver (retroactive to Nov. 1, 2021, extended through June 30, 2023) and to raise gross‑receipts thresholds; an ordinance to create a low‑value exemption for real property ($500 assessed value) and possessory interests ($4,000) presented by Lauren Filiposian of the Treasurer & Tax Collector’s Office (the ordinance was amended to replace references to “1,000” with “500” where applicable and forwarded); a resolution to approve a five‑year professional services agreement with SFO Hotel Shuttle Inc. for airport shuttle services, not to exceed approximately $72,612,418; a retroactive resolution authorizing a DPH Behavioral Health Services agreement with the California Department of Health Care Services for Drug Medi‑Cal Organized Delivery System (DMC‑ODS) services (total not to exceed ~$248,600,000 over five years) with DPH staff agreeing to provide a list of providers and contract performance standards to supervisors ahead of the Board vote; and a retroactive acceptance of a roughly $1.2M grant to the Public Defender’s Freedom Project to support resentencing work over three years.

Votes on the advanced items were unanimous in committee (3 ayes) after technical clarifications and a clerical amendment to ensure consistent term lengths on the DMC‑ODS item. Committee staff and the relevant departments were asked to provide additional clarifying information — notably provider lists and performance objectives for the DMC‑ODS agreement — before full Board action. Several items were noted as likely to appear on the Nov. 1 Board agenda.
