Committee forwards $25 million state grant for India Basin Shoreline Park renovation

The Budget & Finance Committee voted to forward a resolution authorizing the Recreation and Park Department to accept and expend $25,000,000 from the California Department of Parks and Recreation to support Phase 3 of the India Basin Shoreline Park project in Bayview.

Toni Moran, a Rec & Park analyst in capital planning, explained the project is a multi‑phase effort to remediate contamination, build a new waterfront park with recreational amenities and support equitable development in Southeast San Francisco. Phase 1 remediation at 900 Innis cost about $12 million and was completed in August 2022. Phase 2 park development is under way with an estimated cost of $54 million and staff said funding for that phase is largely in place; Phase 3 (the Shoreline Park renovation) is estimated at about $60 million and is the focus of the current state grant request.

Rec & Park staff told supervisors they are actively fundraising and have identified several state agencies and donors potentially covering roughly $15 million more; the presentation said the overall initiative across phases totals about $200 million when including an equitable development plan.

There were no public commenters in person or remotely for this item. The committee forwarded the grant acceptance and expenditure resolution to the full Board with a positive recommendation (3–0).
