Committee advances prevailing wage, housing and grant items after long hearing on wellness hubs

Following the Item 1 hearing on supervised consumption and wellness hubs, the committee considered and acted on the remainder of its agenda, forwarding multiple routine but substantive administrative and funding items to the full Board.

What passed: the committee unanimously forwarded (positive recommendation) a prevailing wage resolution covering multiple city contract classifications; authorized Human Services Agency to apply for and accept transitional housing and housing navigation grants from the California Department of Housing and Community Development; approved OEWD accepting and expending a $5 million SURF planning grant to support a Bay Area collaborative; and authorized acceptance of a $16.8 million Homekey award and related local matching funds for 5630 Mission Street to create 51 units of supportive housing for transitional‑aged youth. The committee also approved SFPD acceptance of two utility vehicles gifted by the Union Square Alliance and a $70,000 forensic lab grant and amended and forwarded a $400,000 Budget & Legislative Analyst contract increase to be annualized.

Why it matters: These actions move funding and programs quickly through the city government pipeline — from workforce and regional planning to housing for vulnerable young adults — and commit local matching funds and administrative capacity that shape near‑term implementation. The Homekey award for 5630 Mission Street, for example, adds a city‑acquired site with supportive services for youth exiting homelessness.

Each item will return to the full Board of Supervisors for final approval; departments were directed to complete any required contract or grant paperwork and return to the Board as needed.
