Committee amends Port resolution, forwards $796,000 Heron’s Head shoreline resilience grant to full Board

Chair Supervisor Connie Chan moved that the committee forward to the full Board a Port of San Francisco resolution to accept and expend funds from the San Francisco Bay Restoration Authority to support the Heron's Head Park shoreline resilience project.

Daley Dunham of the Port explained the Port requested a floor amendment removing the word "retroactive" from the resolution’s title and substituting language that makes the performance period start upon final Board approval. "In terms of the grant agreement itself, the performance period starts upon final approval of the board," Dunham said.

Carol Bach, the Port’s environmental affairs manager, described the project objectives: stabilizing the shoreline with coarse beach material, restoring native tidal marsh habitat, and creating youth employment opportunities tied to ongoing stewardship. Bach said the Port is seeking authorization to accept approximately $796,000 from the San Francisco Bay Restoration Authority (funds distributed under regional Measure AA) to support 10 years of post-construction monitoring and maintenance required by the project permits.

During public comment caller Francisca DeCosta urged soil sampling and a full environmental report before proceeding, saying the land was historically filled with dredged material and asking for assurance that children would not be put at risk. The Port representatives had already requested the floor amendment to remove "retroactive" and define the start of performance after Board approval. The committee adopted the Port’s amendment and forwarded the amended resolution to the full Board with a positive recommendation (three ayes).

The committee’s action sends the matter to the full Board for final action and approves the Port’s requested amendment clarifying the grant’s performance period.
