Budget & Finance Committee advances a package of grants and contract actions to full Board

At its April 12 meeting the Budget and Finance Committee moved several additional items to the full Board with positive recommendations or routine forwarding: (1) modification #18 to an SFO professional services contract with T1 Partners to extend term through July 31, 2025 (no increase in the previously approved $38,000,000 cap); (2) acceptance and expenditure of $13,210,129 from the California State Library Building Forward program to support Mission and Chinatown branch renovations (50% payment timing and local match from the Library Preservation Fund were noted); (3) acceptance and expansion of a $120,000 grant from the California Department of Health Care Services (Bridge Navigator program) to support substance‑use navigation at Zuckerberg San Francisco General Hospital; (4) retroactive acceptance/authorization to expend California arrearage payment program funds (about $1.2M for Hetch Hetchy power and CleanPowerSF allocations) to credit eligible residential accounts; and (5) two OEWD retroactive grants — a $150,000 UCSF CCOP (CityBuild partnership) award and a $350,000 Regional Equity and Recovery Partnerships grant to support City College cybersecurity students and related workforce services.

Presenters provided timelines and intended uses for each award: SFO staff confirmed Terminal 1 completion aligns with the extension through July 2025; SF Public Library staff described match requirements and project timelines (Mission April 2025; Chinatown May 2026); DPH and Zuckerberg San Francisco General summarized the Bridge Navigator role and contractor model for ER‑based substance‑use navigation; SFPUC explained timing pressures led to retroactive disbursement to meet state deadlines; and OEWD described placements and capacity building through partner community colleges. The committee recommended approval for these items and will forward them to the full Board.
