The Budget and Finance Committee unanimously moved to forward to the full Board a motion to apply a 4.75% cost-of-living adjustment to the Budget and Legislative Analyst (BLA) services contract with Harvey M. Rose. Edward DeAssis, Deputy Director of Administration and Finance for the Board of Supervisors, presented the adjustment as matching the citywide COLA and explained the change would increase the annual contract amount by roughly $142,000 and raise the contract's not-to-exceed ceiling.
DeAssis said the contract term runs through December 2025 with options to extend and that the increased budget reflects the contractor's role in annual budget review, legislative analysis, performance audits and policy evaluation. The presentation noted the Controller’s office certified in a Proposition J analysis that continuing to contract these services saves the city money even with the COLA.
There were no speakers from the public on this item. The committee voted 3–0 to forward the motion to the full Board with a positive recommendation; the full Board will consider amending the Clerk of the Board’s contract.
