The Budget and Finance Committee on Oct. 11 voted to forward to the full Board a resolution authorizing a lease of a small parcel of city-owned remnant land adjacent to Alemany Boulevard to Our Planet Recycling SF LLC for an initial five-year term, with a single five-year extension option.
Claudia Gorham, deputy managing director of the Real Estate Division, told the committee the parcel is roughly 4,000 square feet and has been used by the tenant since 2017 under permit. "The tenant was responsible for doing all that," Gorham said when asked about site cleanup and fencing, noting the tenant installed fencing, abated weeds and removed graffiti under the terms of a minor encroachment permit. Gorham said the base rent is $23,397 per year with 3% annual adjustments and that the tenant is responsible for services and utilities; the lease automatically terminates if the encroachment permit or conditional use authorization lapses.
David Pilpel, a public commenter, said he supports the lease and identified two clerical corrections in the packet (a monthly conversion figure and the City Attorney name on the draft lease). City staff said they would review those suggested clerical changes and, if needed, make clerical amendments at full Board.
Chair Chan moved the item to the full Board with a positive recommendation; the motion passed by roll call (2 ayes).
