The Recreation and Park Department presented three separate accept‑and‑expend resolutions on Oct. 4. Susan Seim described a proposed in‑kind grant from the Stern Grove Festival Association to fund a donor recognition installation (approximately $300,000). Seim also presented a proposal, through the Dahlia Society with fiscal sponsorship by the San Francisco Parks Alliance, to provide about $250,000 in kind funding for repair and ADA access improvements to the Dahlia Dell hillside garden in Golden Gate Park.
Toni Moran described a San Francisco Bay Water Quality Improvement Fund grant from the U.S. Environmental Protection Agency for approximately $3,700,000 to support India Basin shoreline improvements, living‑shoreline creation, and two stormwater bio‑retention facilities that will help prevent pollutants from entering the bay. Nick Menard of the Budget and Legislative Analyst noted the grant requires a 1:1 city match (to be met by a state source in department projections) and that the total India Basin project cost is large, with department‑identified funding gaps remaining. The committee moved all three items to the full Board with a positive recommendation (3–0).
