The Mayor's Office of Housing and Community Development (MOHCD) presented two NOFA‑funded loan requests to support acquisition and predevelopment for 100% affordable multifamily projects.
TNDC's affiliate sought up to $24M for acquisition and predevelopment of 1234 Great Highway, a proposed 216‑unit building serving formerly homeless seniors and low‑income seniors with on‑site services from Self Help for the Elderly. MOHCD said the site will operate as a motel during interim use and that construction is projected to start around December 2026.
The second request was up to $15M for acquisition and predevelopment of 650 Divisadero, a proposed approximately 95‑unit family project led by Jonathan Rose Companies in partnership with Young Community Developers; the team aims for construction in 2026 and occupancy by 2029. MOHCD and BLA recommended amending both resolutions to reflect the city's intent to acquire the land and later ground‑lease to nonprofit operators; the department provided amended resolutions to the clerk.
Public commenters representing the sponsor organizations and neighborhood stakeholders spoke in support. The committee amended both resolutions as recommended and forwarded them to the full Board with a positive recommendation.
