The Budget & Finance Committee on May 1 voted to forward a resolution to the full Board approving an emergency declaration by the San Francisco Public Utilities Commission (SFPUC) to contract for repair work at Pine Lake Park.
SFPUC project manager John Cantu described the March 8 incident in which an 8-inch air valve on a 60-inch transmission line failed, causing flooding that eroded a slope, undermined several eucalyptus trees and exposed utility pipelines near private property. The SFPUC general manager declared an emergency on March 21 and the commission president approved contracting to address slope repair, tree and debris removal and geotechnical engineering services.
The SFPUC estimated the emergency remediation at approximately $5 million; the controller certified funds are available and the work would be funded by water-revenue bonds. The resolution would allow the PUC to contract quickly for professional design and construction services without full compliance with typical procurement chapters given the emergency nature.
Chair Chan asked city attorneys to clarify how the emergency declaration would interact with recently passed emergency legislation; Deputy City Attorney Anne Pearson said department staff would need to review ordinance language and that departments may be required to return with a report if final costs differ from estimates. Committee members asked the SFPUC to return with broader capital and water-main maintenance planning to reduce future incidents.
No members of the public spoke on the item. The committee voted to forward the resolution to the full Board with a positive recommendation (Mandelmann, Melgar and Chan voting aye). The SFPUC may proceed with emergency contracting once the Board acts and administrative approvals are complete.
