Anise Acevedo, procurement manager with the Office of Contract Administration (OCA), presented a proposed fifth amendment to the consolidated city refuse-collection contract for city facilities with Recology on May 8. OCA proposed a four-month extension through Oct. 31, 2024 and an increase to the not-to-exceed amount by $4,200,000 to $43,800,000 to ensure continuity while the city completes a new solicitation.
Acevedo recounted the procurement history: two firms bid the solicitation (Allied Waste Services and Recology); a notice of intent to award was issued to Allied in January 2023, but Allied later withdrew its proposal in March 2024 following the committee process. OCA said Recology agreed to hold existing rates for the extension period and OCA requested a 20% contingency for the short extension instead of the usual 15%.
BLA recommended approval and the committee voted 3-0 to forward the amendment to the Board.
