Budget committee accepts BLA technical recommendations for most departmental budgets, defers policy items

The Budget & Appropriations Committee on June 23 indicated its intention to accept Budget Legislative Analyst (BLA) technical recommendations for a wide set of departmental budgets while deferring or disputing specific policy recommendations.

Across the morning and early afternoon, the committee recorded intentions to accept BLA technical adjustments for the Adult Probation Department, Superior Court, Human Rights Commission, Department of Children, Youth and Their Families, Early Childhood and Education, Human Resources (technical with a policy disagreement on position authorities), the Asian Art Museum, Fine Arts Museum, Arts Commission, War Memorial, Fire Department (with one outstanding position-authority issue), Sheriff’s Department, Sheriff’s Department of Accountability, Department of Police Accountability, and others.

Several departments agreed with the BLA's technical recommendations in full; others (for example, Human Resources, Planning for Tenderloin funding, the District Attorney on victim-services positions and the Police Department on multiple items) registered policy disagreements that the committee placed on for further discussion or continuation.

Why it matters: The committee’s acceptance of technical recommendations moves many line items toward finalization while highlighting a smaller set of policy choices—often involving position authority, program design or reserves—that will determine final year-one operations and city priorities.

What’s next: The committee asked departments to provide clarifying materials for unresolved policy questions (for example, a breakdown of the Planning Department’s Tenderloin action plan and costs) and scheduled contested items, notably the police budget, for further deliberation on Monday.
