Library officials said the FY25 grant represents a 5% increase over last year and supports core programming such as 1 City, 1 Book, Summer Stride, branch programs and affinity‑center offerings. The department also asked the committee to approve a proposed upward substitution (two lower-level FTEs into one 0922 manager) to create an occupational safety and ADA manager after the Department of Public Health intends to sunset its work order. Library CFOs said the substitution plus a reduced DPH work order results in annual savings of $12,694 while ensuring workplace safety and ADA compliance.
Several supervisors expressed concern about precedent for creating additional management positions citywide and noted long-term pension and benefits costs; the library reiterated that the proposed manager will ensure legal compliance and staffing continuity. The committee voted to forward the accept-and-expend resolution and related trailing legislation to the full Board with a positive recommendation (roll call recorded five ayes).
