At its Feb. 23 session the San Francisco Planning Commission handled continuances, consent items and several contested conditional-use authorizations and permits.
Continuances and consent calendar
- The commission unanimously moved (7–0) to continue three items on the continuance calendar (items 1, 2 and 12) to the dates recommended by staff and placed them on the consent calendar.
- Items on the consent calendar (including two conditional-use authorizations for offices and commercial sites) were approved by roll call 7–0 after the public was given an opportunity to request removals.
3434 Seventeenth Street (Item 13) — temporary public parking
- The Planning Department recommended conditional-use authorization to permit a public lot operated by Golden State Parking with 21 stalls, with Duggan's funeral home retaining priority for services. Staff noted neighborhood concerns about pedestrian and cyclist safety; the sponsor and staff explained that the lot operates with an attendant and that operations have not produced reported incidents. The commission approved the authorization unanimously, 7–0, with amended conditions.
258 Cumberland Street (Item 14) — tantamount-to-demolition and CUA
- Staff reported that construction exposed an extent of wall removal that met the planning code's threshold for "tantamount to demolition" and recommended the commission require a second dwelling unit to maximize density. The project sponsor and neighbors recounted a lengthy enforcement and outreach history, and neighbors asked for notice-of-special-restriction (NSR) conditions to prevent added roof decks or exterior stairs. After debate the commission voted 4–3 to approve the project as a single-family dwelling with two NSR conditions (no roof deck, no west exterior stairs) and to strike references to a required second unit. Commissioners Ruiz, Imperial and Moore opposed the motion.
1700 Pine Street (Item 5, pulled off consent) — EV fleet charging
- The commission approved a conditional-use authorization for a former repair site to become an EV fleet-charging facility with additional electrical infrastructure to serve up to 40 fleet vehicles. The sponsor said this is Volterra Power's first San Francisco site and follows a comparable approval at 855 Gary Street. Public comment included technical-safety endorsements from labor representatives and concerns about driverless vehicles' interaction with transit and emergency operations. The vote was unanimous, 7–0.
1600 Lake Street (Item 15) — discretionary review request denied (not taken)
- A neighbor filed a Doctor request seeking discretionary review, arguing the permit scope was larger than noticed (a 171-square-foot garage expansion and larger street-visible windows) and that the structure is an age-eligible historic resource requiring a Historic Resource Evaluation (HRE). Planning preservation staff reviewed the application under Secretary of the Interior standards, found the changes compatible and minimally visible, and concluded an HRE was not required. After public comment and debate the commission voted unanimously to not take discretionary review (7–0), effectively allowing staff-level review to proceed under the standard findings.
Next steps
- Staff indicated several follow-ups: revisiting the Central SoMa monitoring report, returning with impact-fee analysis and feasibility inputs for conversions, and continuing to coordinate OEWD, planning, DBI and partners as studies and legislative proposals move forward.
