The Board of Appeals on a 4-0 vote denied an appeal of a site permit for an expanded single-family residence at 3627 Devisadero Street. Appellants had not filed a brief or appeared for the hearing.
Permit holder Mickey Pucco presented project drawings showing a two-story vertical addition to a single-family home, including a modest fourth-floor penthouse set back 16 feet and third-floor setbacks intended to reduce visibility and shading. Planning staff described a multi-year review process, including a pre-application review, 311 neighborhood notification and discretionary review requests; the Planning Commission previously declined to take discretionary review. Planning said the project is code-compliant, not a historic resource, and the CEQA determination is final.
DBI confirmed that typical agency reviews (Planning, Building, Fire, DPW, PUC) had been completed and that the permit appeared to have been properly issued. Several public callers said the project would improve the block and urged approval. Commissioner Swig moved to deny the appeal on the basis the permit was properly issued; Commissioners Lazarus, Honda and Chang voted Aye and the motion carried 4-0.
Outcome: The permit stands. Planning noted that if additional units were created in the future, parking requirements would not apply under city policy.
