Planning Commission approves expansion of Irving Pet Hospital with condition limiting outdoor animal use

The Planning Commission unanimously approved an expansion for Irving Pet Hospital on April 15, allowing the clinic to merge adjacent commercial spaces to add exam rooms, a dental/procedural suite, on-site pharmacy and laboratory space.

Staff said the hospital has operated on the site since 1964 and that the proposal includes tenant improvements and an internal connection between the two commercial premises. Sponsor representatives emphasized long service to the community and said the expansion will activate a currently vacant portion of the block.

Neighbors and community members who spoke in support noted local reliance on the clinic and the expanded services. Commissioners sought specific protections to avoid potential nuisance impacts (noise, odors, or animal use of outdoor space) that have arisen in other veterinary or daycare cases.

At Commissioner Diamond’s request, the commission adopted a condition prohibiting the use of the rear yard for animals without returning to the commission for an amendment; staff and the sponsor confirmed the rear yard is intended for staff breaks rather than patient use. The motion to approve with the added condition passed 7–0.

The approved plan preserves neighborhood compatibility, adds health-care services, and activates retail ground-floor space in the area, according to staff.
