The Planning Commission unanimously approved a conditional-use authorization to allow Trader Joe's to occupy 555 Fulton Street under a special-use district that permits one formula grocery. Planning staff found the retailer meets the criteria for accepting SNAP/WIC payments and demonstrated price comparability for everyday grocery items.
Trader Joe's representatives and the Hayes Valley Neighborhood Association presented a community benefits agreement covering local hiring, food-waste partnerships and neighborhood outreach. The store drew broad public support from residents and neighborhood business groups who said the site has been vacant for years and a full-service grocer would improve affordability and daily life for nearby households.
At Commission request, staff drafted traffic and parking conditions to address neighbors' concerns about garage queuing and curb impacts. The approval includes: an on-site parking attendant during store hours to direct cars, a 90-minute time limit for garage parking with signage and active enforcement, right-turn-only signage at the garage, and a monitoring report on traffic and congestion for six months followed by a public hearing at the Commission within one year of the store's opening. The motion passed 6-0.
