Commission approves reuse of Bank of California hall for offices with public tours and interpretive program

The Planning Commission approved a conditional-use authorization to convert 9,330 square feet of ground-floor retail in the landmarked Bank of California building (400 California Street) into office space while preserving the building's defining features. The Historic Preservation Commission had recommended conditions to retain public access and interpretation of the hall; planning staff incorporated those conditions into the motion.

Staff emphasized that the large banking hall's 54-foot ceiling and deep plan have made retail leasing difficult; the new office designation will broaden the pool of potential tenants while preserving the hall's character. Conditions adopted by the commission require an interpretive display, an online interpretive program accessible by QR code, and at least monthly guided tours of the banking hall. The commission added a condition that interior alterations be reviewed by Historic Preservation staff and the Historic Preservation Commission to ensure long-term stewardship.

Sponsor representatives said they have already completed a voluntary seismic retrofit and plan public access and a robust online interpretive program with community and heritage partners. The motion passed 6-0.
