Staff (Claudine Asbaugh) described the project as a 6‑story over basement development with 25 ownership units (mix of 1‑, 2‑ and 3‑bedrooms), a 25‑space basement garage, and variances for rear‑yard and exposure where lower floors do not technically meet exposure requirements due to historic site conditions and sloping grade. The sponsor (Urban Land Development) explained design choices including a substantial rear yard, a no‑build easement with a neighbor to allow property‑line windows, and increased common and private open space.
Public comment was extensive and split. Supporters emphasized replacing an underused parking garage with family housing and improved open space; opponents stressed loss of parking, increased on‑street parking stress, height and view concerns, and potential gentrification; adjacent residents described potential light‑and‑air impacts. After discussion Commissioner Moore proposed a design amendment to "pull in" the occupiable roof‑deck edge and any planters five feet from the property edges to create consistent unoccupied perimeter zones. Staff said the setback would keep the project within open‑space requirements. The commission approved the project and the amendment; the motion passed 6 to 1 with Commissioner Fung dissenting.
