Commission denies discretionary review and approves addition at 61920 Second Ave., citing code compliance

A public‑initiated discretionary-review request for a proposed addition at 61920 Second Avenue was considered Nov. 4. Staff (David Winslow) presented the file and recommended not to take discretionary review because the proposal conforms to planning code and residential design guidelines.

Neighbors (Adam Schnall, James Yu) raised concerns about the project’s scale relative to the block’s existing corner buildings, potential impacts to sunlight and ventilation, and requests for greater communication and documentation. The project sponsor presented sun studies and design adjustments demonstrating setbacks and articulation to preserve light and air to adjacent properties. The sponsor and staff noted precedent for four‑story buildings in the immediate block and that the addition's fourth story is set back so it is minimally visible from the street.

After a rebuttal period and discussion, the commission voted 7-0 not to take discretionary review and to approve the project as proposed.
