San Francisco ' The Planning Commission unanimously approved a conditional use authorization on July 14 for a cannabis retail business at 2030 Union Street, finding the proposal met applicable zoning and location standards.
Department staff explained the site complies with the city's 600-foot distance requirement for sensitive uses and that the applicant had completed outreach and a good-neighbor meeting. The staff presentation noted approximately seven letters in support and 13 in opposition and recommended approval.
Philip Lesser, representing the project sponsor, said the proposed retail space is small and would be designed to shield product from view and provide a strong security presence without armed guards. "It's going to be a boutique cannabis location," he said, noting the tenant will not permit on-site smoking or vaporizing.
Opponents voiced concerns about oversaturation, proximity to schools and family-oriented uses, and the adequacy of neighborhood outreach. Bridget Maley, speaking from Cow Hollow, asked the commission to delay action until cumulative impacts and enforcement resources were better understood: "I ask you to deny this application until we understand the cumulative impact of these businesses and the total number of them that could be approved in our neighborhood." Supporters and industry partners countered that reputable operators improve neighborhood safety and compliance.
Commissioners acknowledged concerns about overall store concentrations in some neighborhoods and flagged the 600-foot rule for future review, but found this application met current standards. The motion to approve passed 7-0.
