Commission initiates Safety and Resilience element update to add climate and equity policies

The Planning Commission on July 21 unanimously initiated a General Plan amendment to update San Francisco’s Safety Element into a Safety and Resilience Element, incorporating climate‑resilience, environmental‑justice and racial‑equity policies and aligning with state laws (SB 379 and SB 1000).

Senior planner Danielle Noe and Anne Marie Rogers of the Planning Department presented the initiation packet and described a structure with six goals: two new goals focused on safe, healthy communities and multi‑benefit climate and hazard resilience, plus updated policy language for mitigation, preparedness, response and recovery.

Staff said the update incorporates the Hazards and Climate Resilience Plan and the Climate Action Plan as implementing documents and would make the general plan more current and actionable. "The general plan is San Francisco's policy document... this commission has the unique authority to initiate changes to the general plan," Anne Marie Rogers said.

Commissioners praised the draft for centering racial and social equity and the COVID‑19 after‑action lessons. The commission voted to initiate and schedule an adoption hearing on or after Aug. 25; if the commission later recommends adoption, the Board of Supervisors would review the amendments as part of the legislative adoption process.

Next steps: Staff will present more detailed policy drafts at future commission hearings and at related commissions (Capital Planning, Environment, Historic Preservation) before the adoption hearing.
