Staff architect David Winslow recommended approval, noting the proposed second story addition meets setback requirements and that DBI administrative rules allow properly rated property‑line windows under certain conditions. The applicant's representative said the addition adds roughly 600 square feet to a 1,100‑square‑foot house and that surveys show an 11‑foot separation to the neighboring west property. The applicant submitted a solar‑shading analysis showing an average reduction in the neighbor's morning sunlight of about 45 minutes per day.

Neighbor Evelyn Mao, representing the adjacent property, said the reduced light and airflow would affect an elderly resident who has experienced health impacts and PTSD tied to past trauma. The applicant's representative said they had attempted outreach and offered concessions and that horizontal extension options were limited by rear setbacks and a small garden.

After commissioners discussed the light and airflow concerns, Commissioner Diamond moved not to take discretionary review and to approve the project as proposed; the motion passed 6–0. Staff noted DBI fire‑rating and life‑safety compliance will be required as part of building permits.
