San Francisco ' The Planning Commission on April 27 declined to take a discretionary-review request and approved plans for a rear horizontal addition and a new second dwelling at 1448 Willard Street, adding a condition to clarify exterior siding.
Staff said the project complies with the Planning Code and Residential Design Guidelines, maintains a rear-yard depth consistent with code allowances and steps back on upper floors to moderate scale. Neighbors on Woodland Avenue and nearby properties said the addition pushes into mid-block open space, will loom over downhill yards, reduce light and privacy, and requested enforceable landscaping conditions to soften the addition.
The project sponsor said the design was intended to house family members (parents) and described concessions already made, including setbacks to preserve view corridors. Commissioners directed staff to ensure the final site-permit drawings include the lap-siding material indicated on full plan sets (a notation had been omitted from abbreviated public-facing drawings) and voted unanimously 6-0 to approve the project while declining the discretionary-review request.
