The San Francisco Planning Commission voted May 25 to approve a conditional use authorization for a project at 32 Bixby Street in the Ocean View neighborhood that will subdivide the existing 5,000‑square‑foot lot into two lots and replace a single‑family home with two new three‑story homes, each including accessory dwelling units for a total of four dwelling units.
Planning Department staff presented the proposal, describing the proposed primary unit sizes (approximately 2,360 and 2,390 square feet), ground‑floor ADU sizes (approximately 815 and 784 square feet), one off‑street parking space and two bicycle parking spaces. Staff said the project complies with massing, scale and height limits and recommended approval with conditions. Two correspondences were in the record: one questioned SB 9 eligibility; another opposed the project citing parking, traffic and character concerns.
Project architect Mark Bucarelli told the commission the sponsor initially explored SB 9 density but reverted to the current design after discovering a previous owner had executed an Ellis Act within the last 10 years, which disqualified the site from SB 9 triplex eligibility. Commissioners described the design as consistent with the city's goals to increase housing and praised the clear plans.
Commissioner Diamond moved to approve and the motion passed unanimously. The commission placed the project on the discretionary review calendar for final action and recorded the unanimous vote.
