Jeff Horn of the Planning Department described the project and noted the department found it "consistent with the objectives and policies of the general plan," citing a contextual design intended to provide two quality family‑size units in a well‑resourced neighborhood. Project sponsor Mike Kennedy told the commission he and his family purchased the house in 2004 and are seeking an additional unit to accommodate a growing family and to add rental housing to the stock.
Public comment was brief. A member of the public asked staff to notify the commission if the tenure changes (for example, if an entitlement were sold or converted to condos), because the demolition finding included a note about net new rental units. Planning staff said they would note any material changes.
Commissioners praised the concise presentation and said projects that add family‑sized rental units are the sort they hope to see more often. The motion to approve passed unanimously, 6–0.
