The Planning Commission voted unanimously to advance the United Irish Cultural Centre redevelopment on the West Side after staff recommended approval of four linked entitlements: a planning-code amendment and zoning-map change to create a Wawona/40 Fifth Avenue Cultural Center Special Use District (SUD); a conditional use authorization (CUA); a coastal zone permit; and adoption of shadow findings.
Staff described a project that would demolish the existing two-story community facility and construct a new six-story, 91-foot mixed-use building containing public cultural facilities, a community recreation component, retail and nighttime entertainment, and limited on-site parking (54 spaces). The application requests certain exemptions by conditional use. The department reported no letters in opposition to the case report but did note written questions from SPEAK (Sunset Parkside Education Action Committee). The staff recommended approval with conditions, including shadow findings that the net new shadow would not adversely affect the San Francisco Zoo.
Project proponents, including United Irish Cultural Centre leaders and architect Studio Banna, emphasized cultural programming, expanded community use and improved accessibility. Supporters included neighborhood groups, cultural organizations and the Irish consul general (letter into the record). Opponents and commenters raised concerns about precedent in the coastal zone, potential retail displacement, shadow, parking and whether approving a SUD could influence adjacent large-scale projects; staff clarified the SUD is crafted only for the subject lot. Commissioners asked design questions about sound attenuation and parking management; the project team described mitigation measures and a parking/loading plan. Commissioner Koppel moved to adopt the shadow findings, approve the coastal permit and CUA with conditions, and recommend approval of the zoning amendment to the Board of Supervisors; the motion passed unanimously.
The approvals include conditions described in staff materials; the commission also recorded requests that staff and sponsor continue outreach with community groups. The decision advances the center to the Board of Supervisors and subsequent permitting.
