The Planning Commission unanimously (7‑0) approved a conditional use authorization on Dec. 14 allowing a cannabis retail storefront at 724 Valencia Street, presented by staff and by equity applicant Bianca Gutierrez.
Claire Feeney outlined code compliance and proximity to sensitive uses; staff found the project compatible with the neighborhood and the city’s equity program. Feeney noted the application had 167 letters of support and one phone call expressing concern about potential long lines and proximity to Dolores Park, but no formal opposition letters. "The department finds that the project is on balance, consistent with the objectives and policies of the general plan," staff said.
Applicant Bianca Gutierrez described a community‑focused retail concept and said the business would reserve 20% of shelf space for local San Francisco equity brands and emphasize safety and community engagement. Several community speakers — including local merchants, equity applicants and neighborhood organizers — voiced support at the hearing.
Commissioners praised the project's outreach and community backing; a motion to approve with conditions passed unanimously. The project will proceed with conditions required by planning staff and the Office of Cannabis equity program.
