The San Francisco Planning Commission on May 2 approved a discretionary review allowing an equity micro‑cannabis business at 2330 Lane Street in the Bayview that combines a microgrow, micro‑manufacturing, retail dispensary and an on‑site consumption lounge.
Staff described the site as a 50‑by‑50 parcel in an M1/PDR area and said the project meets equity criteria and planning requirements; staff recommended not taking discretionary review and approving as proposed. Laura Aiello and Matthew Chandler of planning staff explained that consumption lounges require separate Department of Public Health (DPH) approval, an independent HVAC/odor mitigation system, and Office of Cannabis licensing before mechanical permits can be approved.
The hearing drew heavy turnout from nearby residents and seniors. Josephine Zhao, speaking for BetterHousingPolicies.org, and many translated speakers from nearby affordable housing urged denial or limits, saying consumption lounges and retail adjacent to parks and senior housing would harm seniors and youth, create odors, and increase crime. "Please choose people," one community speaker said, asking the commission to prioritize residents’ health and safety.
Sponsor Mubasher Choudhary, a long‑time Bayview resident and equity applicant, described plans for a roughly 2,500‑square‑foot facility with street improvements, lighting, security, and a community‑oriented retail and education space. He said the consumption lounge would provide a safe indoor alternative to on‑street use. Staff and the sponsor emphasized odor‑mitigation systems, required signage and security plans, and a community liaison as part of the good‑neighbor policy. Planning staff noted a saturation of cultivation sites in the Bayview but said retail spacing rules and licensing conditions apply.
Commissioners raised questions about street conditions, security, HVAC and odor mitigation, and whether a retail use belongs on the unimproved street. Commissioner Koppel moved to not take discretionary review and approve the project, adding a finding encouraging continued engagement between the sponsor and the Bayview Hunters Point Citizens Advisory Committee; the motion passed 6–0.
Next steps for the applicant include obtaining Office of Cannabis licensing, DPH approval of the consumption lounge mechanical systems and odor mitigation, and compliance with required security and good‑neighbor conditions in the planning decision.
