Commissioners ask for guidance on SB 9 ruling and request downtown recovery update

Vice President Moore asked staff how last week’s trial‑court decision from Redondo Beach, which challenged the constitutionality of SB 9 as applied to charter cities, affects San Francisco’s work on housing approvals.

Deputy City Attorney Austin Yang said the Redondo Beach decision is a trial‑court ruling and therefore does not have precedential effect on the City of San Francisco. Commissioners discussed local zoning changes that already expanded small‑lot and multi‑unit options (ADUs and fourplex/sixplex legislation) and the importance of clear findings to explain local approvals.

Vice President Moore also requested a downtown recovery update; planning staff agreed to coordinate with the Office of Economic and Workforce Development to present the status of actions in the mayor’s recovery plan and related capital projects in a future meeting.
