The Commission on Community Investment and Infrastructure on June 21 authorized a one‑year personal services contract with ParkLab Open Space Management to manage the Mission Bay open space system beginning July 1, 2022, with a not‑to‑exceed amount of $2,386,281 and contractor compensation capped at $223,580.
Staff said the one‑year agreement is intended to provide continuity as Rec and Park and the Port prepare to assume long‑term management of Mission Bay parks under the post‑dissolution transfer plan. Mark Slutskin, project manager for Mission Bay, described the contract as a transition arrangement: POSIM will take on landscape maintenance, janitorial services, security coordination, special events management and assistance with the transfer to city operations. Kathy Hickey, cited as POSIM’s owner and a long‑time Mission Bay manager, will lead operations with much of the existing MJM Management crew transferring to POSIM.
Staff highlighted workforce and equity features: the contract reportedly yields 88.7% small business enterprise participation, exceeds the agency’s 50% SBE goal, and retains minority‑owned landscapers and janitorial firms currently on the site.
Commissioners asked whether parks would be disinfected or spot‑cleaned for playground safety; Kathy Hickey said the team does daily spot cleaning and monthly deep cleanings using pressure washing for playgrounds and picnic areas. Commissioners also asked about special events and rental fees; staff said Mission Bay Parks currently manages rentals and event permits, using a fee structure comparable to Rec and Park but handled locally until a full transfer.
Commissioner Breckett moved approval; Commissioner Ludlam seconded. Roll call recorded four yes votes and one absent and the commission authorized the contract.
Why it matters: ParkLab will operate dozens of acres of Mission Bay open space during a planned transition to city management. The contract includes provisions to maintain continuity of staffing and vendors and to support community events and park safety.
What happens next: POSIM will begin management July 1, 2022. Staff expect to return with a draft MOU and a term sheet for transfer to Rec and Park and the Port, targeted for fall 2022 and early 2023 for final MOU discussions.
