Board moves to reconstitute Citizens Bond Oversight Committee; first appointment advanced

District staff told the board they are taking steps to revive the Citizens Bond Oversight Committee (CBOC), a statutory committee required for districts issuing general-obligation bonds under the state's Prop 39 rules. The district said the committee lacked a quorum in recent years and that staff would bring multiple appointees forward to reach the seven-member requirement and begin oversight meetings by May.

Deputy Superintendent Myung Lee explained the legal and historic background for the CBOC requirement and Chief Facilities Officer Dawn Kamlanathan described a plan to recruit and post openings publicly. Public commenters, including longtime bond advocates, urged immediate publication of audits, questioned past statements to bond investors that oversight had been in place and asked the board to revisit decisions made while the committee had been inactive.

The board approved the appointment of the first candidate to the CBOC and recorded a roll-call vote on the item; further appointments and a timeline for the CBOC to begin meeting are in staff planning.
