SFUSD board approves 6% raise for educators, adds prep time and substitute support

The San Francisco Board of Education on Oct. 25 approved a tentative agreement with United Educators of San Francisco (UESF) that includes a 6% salary increase for educators, additional prep time, and measures to expand substitute coverage at high-need schools.

Union members and teachers who spoke during public comment urged the board to enact the agreement quickly and to ensure the district pays the raises correctly and promptly. A UESF bargaining-team member said the agreement had been ready for a month and called the delay disrespectful to educators who have suffered payroll problems this year.

Superintendent Dr. Wayne and labor staff described the agreement as an important step to recruit and retain educators and paraeducators; they also said the deal will require financial disclosures and administrative steps before implementation. The board approved the tentative agreement by roll call.

The package includes a pilot "core substitute" position for tier-3 schools (one core substitute per eligible school in the pilot year) intended to provide on-site coverage that lets classroom teachers access professional development and prep time without leaving students unattended. Board members said the pilot could expand based on evaluation.

Board and union leaders noted this measure does not resolve all long-term pay competitiveness issues but is a near-term step in a broader contract bargaining process. The board also approved a separate successor agreement with United Administrators of San Francisco covering administrator terms.

The raises will be implemented administratively after final technical steps and disclosure; board members urged urgency given staff departures and the ongoing payroll crisis.
