SF Board of Education adopts new rules to concentrate meetings on student outcomes

The San Francisco Board of Education voted to adopt a package of amended rules and operating procedures designed to concentrate board meetings and public-facing materials on student outcomes, transparency and clearer staff responsibilities.

The ad hoc committee that drafted the changes, chairman Commissioner Matamidi said, spent several meetings this summer and recommended the package unanimously to the full board. Key changes include a requirement that draft agendas and materials be publicly available 12 days in advance when feasible, creation of a record of questions and responses between the board and staff for publication, clearer expectations for staff preparation of agenda materials, and committee deliverables with timelines intended to inform board work.

Commissioner Matamidi also proposed and the board adopted a specific amendment allowing the board, by two-thirds approval, to nominate and elect board leadership in a single meeting; otherwise nominations occur at one meeting and the vote in the next. The amendment passed in roll-call with an aye tally recorded in the transcript.

Board members discussed implementation timing, with staff and the superintendent noting that while many changes should begin immediately, phasing and operational work (for example, achieving consistent 12-day advance publication for complex contract items) could take months. The board committed to a six-month review after substantive implementation to assess results and make adjustments.

Several public commenters welcomed transparency changes but urged the board to resolve pressing operational issues first, including payroll problems and COVID-testing protocols. Student delegates and advisory groups asked for clarity on how the pause on new board resolutions would affect student advocacy and how students could advance priorities without the prior resolution process; the superintendent and board members said staff would work with student advisors to create operational pathways and training.

Roll-call votes recorded approval of the amendments and the meeting moved on to other agenda items, including filing initial bargaining proposals with United Educators of San Francisco.
