Commission unanimously approves $803,718 grant modification to expand short‑term home care

The San Francisco Department of Disability and Aging Services Commission voted unanimously March 1 to modify a grant with Self Help for the Elderly to increase short‑term home‑care capacity.

Mike Zogg, program director with the Office of Community Partnerships, presented item 13A and said the amendment adds $177,317 plus a 10 percent contingency for a total grant amount not to exceed $803,718 to run from March 1, 2023, through June 30, 2025. Zogg said the change will fund an additional care worker and some program administration time to manage intake and scheduling.

Zogg described operational effects: the modification will add roughly 1,500 caregiver hours across the provider’s programs and — accounting for program overlap — could serve about 100 additional clients. “We can call it an extra 100 clients, perhaps,” Zogg said, and emphasized the hours figure as a tangible increase in service capacity.

Commissioners asked clarifying questions about how many distinct clients would be served, given overlap across three programs; Zogg explained enrollment overlap and offered to provide detailed calculations to staff. There were no callers for public comment on the item.

Commissioner Linda Pennington moved to approve item 13A; the commission took a roll‑call vote and all present commissioners voted yes. The motion passed unanimously.

The approved modification uses a mix of Older Americans Act midyear funding and local administration to stabilize service delivery amid a shortage of on‑call home‑care workers, according to staff. Staff indicated the contract language will be updated and the provider notified so hiring and scheduling can proceed.
