The Department of Disability and Aging Services has authorized a new wheelchair repair and user‑support program to be operated by the Independent Living Resource Center San Francisco (ILRC SF).
Tiffany Kearney and Sarah Hoeferberg described the program and the need it addresses: presenters cited research showing high mechanical failure rates for wheelchairs ("more than 50 percent" in a six‑month period and higher in some veteran populations) and described common service gaps such as long repair waits (two to four weeks on average, with reports of months in some cases), equipment shortages and limited accessible repair vendors.
DAS said the ILRC SF program will offer emergency repairs, loaner wheelchairs and emergency transportation when devices fail in public, preventative maintenance, insurance claim support and educational workshops on upkeep and basic repairs. ILRC SF representatives highlighted that their staff include people with disabilities and that services will be offered in multiple languages (English, Spanish, Chinese, Farsi and American Sign Language), with a ground‑floor workspace at 825 Howard Street designed for repair operations and storage.
DAS said the wheelchair program resulted from years of community advocacy and a Board of Supervisors add‑back in 2022. The commission authorized a grant totaling $1,240,000 (plus a 10% contingency) for the period 07/01/2023 through 06/30/2027. Commissioners asked about program scope and cautioned that demand may exceed initial capacity; DAS said it will track user data and may seek program changes if needs exceed available resources.
The grant was approved unanimously; staff will finalize service levels and an outreach plan with ILRC SF and collect user data during implementation.
