San Francisco’s Department of Disability and Aging Services presented its fiscal year 2023–24 strategic report at the commission’s Sept. 6 meeting, outlining five goals for equity, workforce, economic security, health and safety while cautioning the city faces a tighter budget next year.
“It is not looking fantastic,” Executive Director Kelly Dearman said of next year’s budget, urging restraint on new programming while promising continued delivery of core services. Dearman highlighted progress across the five goals: breaking ground on the Kelsey affordable housing site that will include a city‑funded disability community cultural center near City Hall; completion of an aging and disability affordable housing needs assessment with nearly 50 recommendations; and a pilot that waived fingerprinting fees for prospective IHSS independent providers.
On workforce, Dearman said the IHSS fee waiver “made it easier for them to complete the provider enrollment process,” citing a survey of 260 applicants in which more than 85% said the waiver helped. The department also previewed a dynamic online resource directory planned for release in 2024 to help staff and community providers make interagency referrals.
Dearman described an increase in Adult Protective Services (APS) workload after the statewide expansion of APS eligibility (to include people aged 60–64 and individuals experiencing homelessness), saying the program is receiving about 1,100 more reports of abuse annually. She said APS is responding by increasing use of data‑informed practices and staff coaching to manage caseloads and outcomes.
The report also noted community programs and partnerships, including telehealth services for LGBTQ clients and culturally appropriate grocery programming. Dearman said the department will publish the full annual report on its reports page and continue to brief the commission as initiatives move toward procurement and implementation.
The commission had no public callers on the item and commissioners asked for follow‑up demonstrations when the online directory is ready.
