Public Works reports closeout progress on 2011 road repaving and street safety bond

Edmond Lee of the Department of Public Works presented a closeout update on the 2011 road repaving and street safety general obligation bond, saying that nearly all program scope has been completed and that staff are concentrating on project closeout and final payments.

Lee described the bond as approximately "$250,000,000 or just under" and summarized its programmatic allocations: street repaving and reconstruction, streetscapes, traffic signal and street improvements implemented by SFMTA, sidewalk and curb-ramp accessibility work, and street-structure projects. He said the program completed dozens of projects across those categories and that some encumbrances for larger programs (notably streetscapes) are being drawn down as final payments are processed.

Committee members asked whether contractor claims remained outstanding; Lee said there may have been one claim related to a streetscape project and that closeout is administratively complex because multiple city agencies and their accounting teams must reconcile each project's costs. He offered to confirm details and follow up with the requesting committee member through staff.

Lee said the department's next steps are to complete financial closeout, reconcile remaining balances and spend down remaining bond-eligible funds. No new actions or appropriations were proposed at the meeting.
