Kelly Rudnick, deputy director for capital at the Recreation and Park Department, told the committee that the 02/2012 Clean and Safe Neighborhood Parks bond program is near completion: roughly 92% of the 2012 issuances have been spent and many projects — full pool renovations, playgrounds, rec centers and park improvements — are complete.
Rudnick highlighted the department's Let’s Play SF program, a parks partnership with the San Francisco Parks Alliance that has opened 10 playgrounds with one in planning and two scheduled to go into construction later this year. "The 2012 bond funded our Let's Play SF program," Rudnick said, noting leveraged funds from grants, development fees and the general fund that supplemented bond proceeds.
She outlined remaining projects such as the Fillmore and Turk Mini Park and trails work including McLaren Trails and Middle Lake improvements. When a committee member raised concern about visible progress at Middle Lake, Rec and Park staff explained the project experienced a planned demobilization for the Outside Lands festival and later discovered a deteriorated connecting pipe that added scope via a change order; staff said they expect substantial completion later in the year.
Rudnick also flagged a claim on the 2020 bond program (900 Innis) to be addressed in the 2020 bond presentation and said Garfield Pool had a mediated claim previously on the 2012 bond.
