OCII reports Lennar compliance on Hunters Point Phase 1, monitors expansion of certificate-of-preference law

OCII staff told commissioners June 1 that Lennar’s calendar‑year 2020 report on compliance with the Hunters Point Shipyard Phase 1 community benefits agreement was reviewed and found to be substantially in compliance; Lennar is expected to present directly to the commission later in the year.

Staff also said OCII will reissue an RFP to solicit bids for parks maintenance and property management at Hunters Point Shipyard Phase 1, with funding to come from the community facilities district established for park maintenance.

In an update on legislation, staff said Assemblymember David Chiu proposed expanding the residential certificate-of-preference (COP) program to direct descendants of those displaced through AB 1584, which passed the Assembly on May 20. Staff will monitor the bill as it proceeds to the state Senate and noted a potential effective date of January 2022 if the legislation becomes law.

During public comment Mr. DeCosta criticized OCII’s past handling of Hunters Point and expressed distrust of agency managers, urging more urgent attention to cleanup and community needs. Chair Bustos thanked commissioners involved in COP committee work and said staff will keep the commission apprised of legislative progress.
